Local Authorities in Hampshire

Hampshire, in England’s South East region, has a two-tier system of local government with Hampshire County Council delivering county-wide services such as education, transport, and social care, supported by 11 district and borough councils that manage local matters including planning, housing, and waste collection. These are Basingstoke and Deane, East Hampshire, Eastleigh, Fareham, Gosport, Hart, Havant, New Forest, Rushmoor, Test Valley, and Winchester. In addition, the cities of Portsmouth and Southampton operate as separate unitary authorities with their own councils, independent of the county council, each responsible for all local services in their areas. Together, these councils govern a diverse county that includes the historic cathedral city of Winchester, naval heritage in Portsmouth, the port of Southampton, the New Forest National Park, and both rural and urban communities, balancing strategic oversight with locally focused governance.
